Silas is the local harbormaster and the sole other inhabitant of the island during the off-season. He is Cormac's reluctant and resentful link to the mainland, a bitter, lonely drunkard. His antipathy hides a darker secret: an old debt and a desperate scheme involving a wreckers' bounty, making him an antagonist who threatens both Cormac and Elowen before the storm breaks.
